ส.ส. ก้าวไกล เสนอทบทวนแบนบุหรี่ไฟฟ้า หลังนิวซีแลนด์ผ่านกฎหมายหนุนผู้สูบเปลี่ยนมาใช้บุหรี่ไฟฟ้าแทน

ส.ส. บัญชีรายชื่อพรรคก้าวไกล โพสต์เฟซบุ๊คเสนอรัฐบาลทบทวนการแบนบุหรี่ไฟฟ้า ชี้ประเทศสูญเสียโอกาสหลายด้าน พร้อมระบุคนสูบบุหรี่ไฟฟ้าที่รัฐสภาและทำเนียบเกินครึ่ง

ส.ส. วรภพ วิริยะโรจน์ สมาชิกผู้แทนราษฎรแบบบัญชีรายชื่อ พรรคก้าวไกลและโฆษกคณะกรรมาธิการการเงิน การคลัง สถาบันการเงินและตลาดการเงิน โพสต์ผ่านเฟซบุ๊คส่วนตัวชื่อบัญชี “ วรภพ วิริยะโรจน์” ระบุว่าได้ย้ำกับรัฐบาลไปหลายครั้ง หลายโอกาสเพื่อให้มีการพิจารณาทบทวนเรื่องการแบนบุหรี่ไฟฟ้า หลังจากที่เพจดัง ดราม่า แอดดิค เสนอข่าวรัฐบาลนิวซีแลนด์ออกกฎหมายใหม่ สนับสนุนให้ผู้สูบบุหรี่เปลี่ยนไปใช้บุหรี่ไฟฟ้า

โดย ส.ส. วรภพ ระบุว่า “การแบนบุหรี่ไฟฟ้า โดยไม่มีการทบทวน คือ การปิดกั้นการนำเทคโนโลยีใหม่ๆ ให้เกิดประโยชน์สูงสุด ทั้งในมิติด้านสาธารณสุข และ เศรษฐกิจ ด้านเศรษฐกิจ คือ เสียโอกาสที่รัฐบาลจะจัดเก็บรายได้ภาษี อย่างเต็มเม็ดเต็มหน่วย และโอกาสของทั้งเกษตรกรไร่ยาสูบและ ผู้ประกอบการในธุรกิจต่อเนื่อง” นอกจากนี้ยังเปิดเผยว่าที่รัฐสภาและทำเนียบก็มีผู้ใช้บุหรี่ไฟฟ้าทั้งที่เป็นสิ่งผิดกฎหมายจำนวนมาก “ถ้าจะจับคนสูบบุหรี่ไฟฟ้าจริง นี่ ลองมาดูช่วงประชุมสภา / ทำเนียบฯ ดู ผมว่าจับได้เกินครึ่งแน่นอน” ส.ส. วรภพ ระบุในโพสต์

โพสต์ดังกล่าวมีเข้าเข้าไปแสดงความเห็นจำนวนมากอาทิเช่น

“ขอบคุณครับที่เข้าใจเรื่องนี้และช่วยเป็นกระบอกเสียงครับ จริงๆการที่บุหรี่ไฟฟ้าถูกกฎหมายจะได้ประโยชน์ตั้งแต่ต้นน้ำคือเกษตรกร ไปจนถึงปลายน้ำคือผู้บริโภคเลยครับได้มากกว่าเสียหลายเท่า แต่เสียดายว่าฝ่ายที่ค้านจะโกหกยังไงก็ได้ออกสื่อ เพราะเสียงดังกว่าและมีหัวโขนสวมหลายใบ”

“ขอบคุณมากค่ะที่หยิบประเด็นนี้มาคุย เป็นเรื่องที่น่ายินดี ที่รัฐบาลต่างประเทศนั้นมองเห็นสุขภาพของประชากรสำคัญกว่ารายได้จากอุตสาหกรรมบุหรี่ และเปิดใจให้กับเทคโนโลยีใหม่ๆที่มีวิทยาศาสตร์รับรองในการลดอันตรายจากบุหรี่มวน”

“ขอบคุณสส. ที่เอาเรื่องบุหรี่ไฟฟ้านี้มาคุย ประเทศอื่นไม่แบน ไทยกลับแบน แต่ความย้อนแย้งคือใช้กันเกลื่อน”

ทั้งนี้ เพจ ดรามา แอดดิค ได้โพสต์ข้อความระบุว่า “คอนเซ็ปท์กฏหมายใหม่ของเขาเหมือนประมาณ ใช้ประโยชน์จากบุหรี่ไฟฟ้าให้มากสุด และป้องกันไม่ให้เด็กรุ่นใหม่สูบทั้งบุหรี่จริงและบุหรี่ไฟฟ้า”

รายงานข่าวจากนิวซีแลนด์ก่อนหน้านี้ระบุว่า รัฐมนตรีสาธารณสุขนิวซีแลนด์ เจนนี ซัลเลซา ให้ความเห็นว่า กฎหมายฉบับนี้มุ่งทำให้เกิดความสมดุลระหว่างการช่วยผู้สูบบุหรี่ให้เลิกสูบโดยนำเสนอผลิตภัณฑ์บุหรี่ไฟฟ้าเป็นทางเลือก ขณะที่พยายามไม่ให้เด็กและเยาวชนเข้ามาริเริ่มใช้ผลิตภัณฑ์เหล่านั้น ท่าทีของรัฐบาลนิวซีแลนด์นั้นได้พิจารณาเห็นว่าผลิตภัณฑ์บุหรี่ไฟฟ้าหรือผลิตภัณฑ์ไร้ควันมีศักยภาพที่จะช่วยให้นิวซีแลนด์บรรลุเป้าหมายสังคมปลอดบุหรี่ภายในปี 2568 ได้ โดยในกฎหมายฉบับใหม่นี้กำหนดให้ร้านค้าและช่องทางจำหน่ายออนไลน์แสดงข้อความว่า “การแทนที่บุหรี่ด้วยการใช้บุหรี่ไฟฟ้าจะช่วยลดอันตรายต่อสุขภาพของคุณ” และ “ถ้าคุณสูบบุหรี่ การเปลี่ยนไปใช้บุหรี่ไฟฟ้าแทนจะเป็นทางเลือกที่อันตรายน้อยกว่ามาก”

Move Forward MP Calls for Review of Thailand’s E-Cigarette Ban after New Zealand’s New Law Encourages Smokers to Switch to Vaping

A party-list MP of the Move Forward Party has called on the government to review its ban on e-cigarettes via a Facebook post. He has also revealed that more than half of people working at the Parliament or the Government House are vapers.
Move Forward Party’s party-list MP Woraphop Viriyaroj, who is also the spokesman for the House committee on finance, financial institutes, and financial market, has said on his personal Facebook account @Tleworaphop that he has told the government several times on several occasions that e-cigarette ban should be reviewed. His post went online after a famous Facebook page, Drama-addict, reported that the government of New Zealand had passed a new law to encourage smokers to switch to vaping.
Woraphop’s Facebook post says, “Failure to review e-cigarette ban is nothing short of shunning the optimal benefits of new technologies in both public-health and economic aspects. Economically speaking, the e-cigarette ban means the government loses opportunities to collect taxes. Tobacco growers and entrepreneurs in related businesses have also lost their opportunities. Moreover, Woraphop has disclosed that a number of people working at the Parliament and the Government House have used e-cigarettes – which are still considered illegal in Thailand. “If you want to really arrest vapers, come to the Parliament / the Government House when sessions are on. I think you will be able to arrest half of people there,” Woraphop says.
His post has attracted so many comments. Among them are:
“Thank you for understanding the issue and speaking up for us. The legalization of e-cigarettes in fact will benefit all from farmers to consumers. Its benefits far outweigh its harm. It is regrettable that opponents to e-cigarette legalization continue to get media coverage. Their voice is louder because they have held many positions”.
“Thank you for raising this issue. It is good news that the foreign government has put people’s health before its revenue from cigarette industry and has opened up to new technology that is confirmed by scientific evidence as having reduced the harm of cigarettes”.
“Thank you, Mr. MP, for addressing the topic of e-cigarettes. Other countries don’t ban e-cigarettes. Thailand, so far, imposes the ban. Ironically, there is still widespread use of e-cigarettes in Thailand too”.
Facebook Page: Drama-addict, meanwhile, has just posted online that, “The concept of its new law reflects an intention to reap the utmost benefits from e-cigarettes while preventing youth from taking up cigarettes as well as e-cigarettes”.
News reports from New Zealand quoted New Zealand’s Associate Minister of Health Ms. Jenny Salesa as saying that the new law aims to create the balance between efforts to help smokers give up smoking by offering e-cigarettes as alternatives and efforts to prevent youth from taking up e-cigarettes. The move taken by the government of New Zealand reflects that it has recognized that e-cigarettes or vaping products have the potential to help its country achieve the goal of becoming smoke-free society by 2025. Its new law in fact even stipulates that physical and online shops display the messages like “Replacing cigarettes with e-cigarettes will reduce health risks” and “If you are smokers, please note that e-cigarettes are much safer products than cigarettes”.
