เพจ “มนุษย์ควัน” เผยรายงานล่าสุดของสาธารณสุขอังกฤษ ชี้บุหรี่ไฟฟ้าช่วยลดปัญหาด้านสาธารณสุขจากการสูบบุหรี่ ส่วนทางไทยค้านบุหรี่ไฟฟ้าหัวชนฝา พร้อมตั้งคำถามถึงประสิทธิภาพในการรณรงค์เลิกบุหรี่ของ สสส. เพราะตัวเลขผู้สูบบุหรี่ไม่ลดตามเป้าหมาย คาดไทยอาจจะล้มเหลวอีกครั้ง ในการลดจำนวนผู้สูบบุหรี่ ปี 2570

นายสาริษฏ์ สิทธิเสรีชน เจ้าของเฟซบุ๊กเพจ “มนุษย์ควัน” ที่มีผู้ติดตามกว่า 2.6 หมื่นคน เผยว่า “สาธารณสุขอังกฤษ (Public Health England) ออกรายงานการศึกษาล่าสุด เกี่ยวกับการใช้บุหรี่ไฟฟ้า และผลิตภัณฑ์ยาสูบรูปแบบใหม่ในประเทศอังกฤษ ซึ่งยังคงยืนยันว่าบุหรี่ไฟฟ้า เป็นอันตรายน้อยกว่าการสูบบุหรี่มาก และยังช่วยให้ผู้สูบบุหรี่กว่า 5 หมื่นคนในอังกฤษ สามารถเลิกบุหรี่ได้ ซึ่งอังกฤษต้องการจะเป็นประเทศปลอดควัน ในปี 2573 และตั้งใจจะทบทวนกฎระเบียบใหม่ เพื่อสนับสนุนการใช้ผลิตภัณฑ์ยาสูบรูปแบบใหม่ ให้กับผู้สูบบุหรี่ และป้องกันการใช้ในเยาวชนด้วย”

รายงานฉบับดังกล่าว เป็นฉบับที่ 7 ของสาธารณสุขอังกฤษ ที่เกี่ยวข้องกับการใช้บุหรี่ไฟฟ้า จัดทำโดยนักวิจัยจากคิงส์ คอลเลจ ลอนดอน ซึ่งพบว่าบุหรี่ไฟฟ้าได้รับความนิยมในฐานะเครื่องมือเลิกบุหรี่ และมีกว่า 5 หมื่นคนที่เลิกบุหรี่ได้สำเร็จ ด้วยการใช้บุหรี่ไฟฟ้าในปี 2560 และมีอัตราความสำเร็จในการเลิกบุหรี่สูงถึง 59.7% ถึง 74% ในปี 2019 และ 2020 ขณะที่การใช้บุหรี่ไฟฟ้าของเยาวชนอายุ 11 ถึง 18 ปี ยังคงอยู่ในระดับต่ำ แต่ก็ยังมี 38% และ 15% ของผู้สูบบุหรี่ ที่เชื่อว่าการใช้บุหรี่ไฟฟ้า เป็นอันตรายเท่ากับ และมากกว่าการสูบบุหรี่

“อังกฤษจะเน้นการสร้างสมดุลระหว่างการควบคุมบุหรี่ไฟฟ้า ให้ห่างไกลจากเยาวชน การสนับสนุนให้ผู้สูบบุหรี่เลิกบุหรี่ได้สำเร็จ และเผยแพร่ข้อมูลศักยภาพของบุหรี่ไฟฟ้า ในการช่วยเลิกบุหรี่ ซึ่งต่างจากประเทศไทยที่ สสส. และเครือข่ายมักอ้างความสำเร็จว่าสามารถควบคุมการบริโภคยาสูบได้ดี แบนบุหรี่ไฟฟ้าได้ จนได้รับการยกย่องและรางวัลจากนานาประเทศ แต่ความเป็นจริงคืออัตราการสูบบุหรี่ในประเทศ ทรงตัวที่ 19-20% มานานกว่า 10 ปีแล้ว ไม่เป็นไปตามเป้าหมาย แต่ละปี สสส. มีเงินจากภาษีบาป 4 พันล้านบาทต่อปี แต่เอาไปทำกิจกรรมที่เกี่ยวข้องกับการควบคุมบุหรี่เพียงประมาณ 200-250 ล้านบาท โดยจ่ายให้กับองค์กรและเครือข่ายเดิม ๆ มาหลายสิบปี แต่ก็ไม่สามารถลดอัตราการสูบบุหรี่ได้”

“แต่อังกฤษที่เปิดกว้างยอมรับบุหรี่ไฟฟ้า และควบคุมให้ถูกกฎหมาย โดยไม่ให้เด็กและเยาวชนเข้าถึงได้ สามารถลดอัตราการสูบบุหรี่ได้ ต้องถือว่า สสส. ล้มเหลวในการควบคุมบุหรี่ และควรต้องมีการตรวจสอบเรื่องการใช้งบประมาณหรือประเมินความสำเร็จของการรณรงค์เหล่านั้น เพื่อหาแนวทางใหม่ ๆ ที่จะช่วยลดอันตรายจากการสูบบุหรี่ ไม่เช่นนั้นเป้าหมายใหม่ตามร่างแผนปฏิบัติการด้านการควบคุมยาสูบ ฉบับที่ 3 ที่ต้องการให้เหลือผู้สูบบุหรี่เพียง 14% ภายในปี 2570 ก็คงเป็นไปไม่ได้”

Facebook page ‘@manoodkwan’ published a recent report from Public Health England’s (PHE) which revealed the  evidence that e-cigarettes could be an effective aid to reduce smoking related issues on public health.In contrary of Thailand ‘s blanket bans policy.The comunity page raised questions over an ineffective quit smoking campaign run by ThaiHealth,the campaign never found success, and the smoking quit-success rate is unlikely to meet their goal by 2027.

Sarist Sitthiseyreechon,the owner of a Facebook page @manoodkwan which gained 26,000 followers, says that  “Public Health England provides a report that shows an update on the use of e-cigarettes and new nicotine  products are less harmful than cigarettes smoking. And these vaping products were helping more than 50,000  more than 50,000 smokers stopped smoking. As England aims to be a smoking free country by 2030 and their government has sought to ensure that regulations around vaping are appropriate and encourage the use of e-cigarettes as an alternative to smoking as part of helping smokers to quit as well as strictly protecting children and young adult.”

The report is a Public Health England’s (PHE) seventh independent report on vaping in England, carried out by researchers at King’s College London, which found that nicotine vaping products or e-cigarettes were the most popular aid  used by smokers trying to quit in England in 2020 and more than 50,000 smokers using a vaping product as part of a quit attempt had some of the highest quit success rates between 59.7% and 74% in 2019 and 2020.

While the data suggest that reported vaping among young people (aged 11 to 18 years) are at lower rate around 4.8%, yet the 38% of smokers in 2020 believed that vaping is as harmful as smoking  and  15% believed that vaping is more harmful.

“England sought out to strikes balalance between e-cigarettes proper regulations as an alternative to smoking  and prevent children from nicotine product accessibility  as well as provides an evidence of vaping as one of the most effective quit aids available.Meanwhile, in Thailand, ThaiHealth ,the Thai Health Promotion Foundation, and coalition in Thailand’s health promotion network, defined their tobacco control success stories by how they can keep e-cigarettes illegal and earns various international praise.
This tall tale does not imply policy position and fails to align thier goal, with a rate of smoking among Thai population stalls at 19-20% for over a decade.
ThaiHealth receives its huge sum of 4 Millions THB funding yearly from excise taxes on tobacco and alcohol,but only 200-250M THB scarcely spent on smoking control activities  and doubtly distributed funds to the same allied organisation, and for decades , these practices has failed to aid Thai people in quitting smoking.”

“While England had high quit-success rates following their legalisation of e-cigarettes with appropriate regulations and strictly prohibits for children and young adult, ThaiHealth is considered a failure in smoking control policy and there should be an in-depth investigation on their money spats or evaluating their effectiveness in order to find a new resolution for tobacco harm reduction, or they will fails yet again to  reduce the prevalence of smoking among Thai citizen to 14% by 2027.”
